Only experience I have had with wrong no of teeth on a pinion, was a MK 2 Transit. It had heavy duty flywheel, was a 2.0 petrol but had a V6 flywheel was very noisy starter had one tooth either bigger or smaller cant remember which now.

Surely when the starter isn't being used though, the pinion gear should be disengaged from the flywheel? So shouldn't be adding any resistance to turning the engine by hand? Unless the mis matched teeth (if that's the case) or some other mechanical failure has resulted in the pinion gear sticking in the ring gear.

9 tooth inertia would be a general standard. Apparantly, some people would have 10 tooth ones if the starter was noisy.

Starter cant be jammed as its inertia and only engages with the ring gear when cranked. Otherwise, they're apart from each other.

I think the starter can be ruled out as it's tight to turn with or without it. However, on the plus side, i reckon that the new starter will be great once the engine turns free.
