Transfering Number Plates

Hello all!
I've recently been intouch with the DVLA regarding a Marina LE that my Granddad owned from new. We know that from the online tax website it was last on the road in 1991 but has never been taxed or sorn'd since.
I asked DVLA if we could transfer the plate to our LE and if they could contact the last know owner. I got a slightly positive responce that says we can transfer the number plate but that they could not help with the last know owners details or if the car still exists. I assume this is to do with the Data Protection Act.
My question is how can I
A) find out if the car actually exists
B) If it dosen't then how can I transfer the plate? Can I just apply for the V5 and pay a £19 fee? :?
Any thoughts would be appreciated.
