Looks like lada wheels and the other bits have been adapted from something else, moskvitch perhaps?

Bonnet looks high across the top of grill as well.
They produced these in China did they not for a while?
either that or its been modified to keep it going like the cars in Cuba or India?

Looks to be RHD. Wiki has a page for Indian registration plates, "RJ" is Rajasthan.

A search for that plate shows it as registered in the Pali district of Rajasthan.
