The main problem is where the plates aren't cancelled or put on hold (SORN) by the owner. If the owner hasn't paid the rego for two years, the computer flags the plates as "lapsed". Hard to know if it's been crushed, parked up in a shed, or abandoned at the bottom of the vege patch. Unfortunately quite a lot in the latter group.

But better than having them just "disappear" from the database.
