How about a basic aftermarket filter ? I'm using a "SIMOTA" Mushroom filter on my 1.8. Simply clamps onto the air intake.

I'd have to go with :

Orange Coupe
5 Speed conversion (love mine)
Either a worked 2.0L sprint conversion, or a TC 1800B with a turbo setup running about 12psi.
Dropped on spindles and some decent leaves in the back.
Set of extremely wide modgies or chrome dipped widened steelies with the guards ...

To be honest it depends on how bad they are, picture would be great and somebody would be able to help you out.

If it's just surface you may get away with sanding them back, rustproofing them and just primer and paint.
If they are really bad they may need to be cut out and have plates welded in ...
